The short version: SubSignal republishes public federal award records and points out which primes carry a small-business subcontracting plan. It is information, not a promise of work, and it has no connection to the government.

What this is

Federal contracts above certain thresholds require the prime contractor to adopt a plan for subcontracting part of the work to small businesses. Each award record carries the contracting officer's own determination of that. SubSignal reads the government's published award data, surfaces the awards that carry such a plan, and matches them to the NAICS codes and regions you care about.

NOT A GUARANTEE OF WORK

An award carrying a subcontracting plan is an opportunity, not an entitlement. A subcontracting plan sets goals; it does not obligate any prime to hire you, to respond to you, or to subcontract in your NAICS code at all. Many will already have incumbent partners. We make no representation that contacting anyone will lead to work.

Data is pulled programmatically from USASpending.gov and reproduced as published. Specifically:

Outreach is yours

SubSignal drafts suggested opening messages. It never sends anything. If you contact a prime contractor, you are the sender, from your own account, and you are responsible for complying with CAN-SPAM and every other law that applies to you — including identifying yourself, honouring opt-outs, and including a valid physical postal address in commercial email.

SubSignal is not affiliated with, endorsed by, or approved by any US government agency, including the Small Business Administration, the General Services Administration, USASpending.gov, or any contracting agency named on the site. Federal award data is a U.S. government work, free for anyone to obtain directly. Company names are used descriptively to identify the subject of a public award, and no affiliation with or endorsement by those companies is implied.
